North Dakota BCI reluctant to turn over key witness testimony in police shooting of unarmed man

There was an intern riding in the police car with a University of North Dakota rookie campus cop that emptied his clip into an unarmed man in a Grand Forks hospital parking lot in 2015.
So, what did witness Heather Hopkins tell State investigators?
Write Into Action is attempting to find out.
On September 9, 2016, Write Into Action submitted a public records request to the North Dakota Bureau of Criminal Investigation for their interview with Heather Hopkins.

As of today the BCI has not gotten back to Write Into Action with a simple quote for the audio interview.
Why?
Because…
It can’t be good, folks.
UND police officer Jerad Braaten can be heard cynically whispering to Hopkins on the audio portion of Braaten’s body-cam, which was obtained by Write Into Action through a previous public records request. The suspicious body cam (conveniently) shows almost no images whatsoever but does captures audio.
Braaten and Hopkins are clearly stalking David James Elliott and conspiring to force an altercation so Braaten can shoot him. The worst kept secret is the fact Braaten attempted to shoot Elliott several minutes before the actual shooting but his gun jammed.
Law enforcement in North Dakota immediately began covering up what happened - and never stopped.
Write Into Action’s investigation into the shooting has led to information about the murder of Caitlin Jenna Erickson who was killed in her Grand Forks apartment on the same night; right around the time Elliott was shot.
The mysterious deaths and rampant corruption appears to be connected to a drug trafficking operation that involves police officers.
Braaten’s body-cam was found by State investigators underneath his squad car.
Braaten is heard talking about the pursuit and shooting with fellow police officers, highway patrolmen, and/or deputies when the body-cam lens briefly catches the cam being physically picked up and moved under the car. Only the loud engine can be heard from that point on.
There is no record of Braaten’s dash-cam being seized (because he got rid of it).
Timothy Charles Holmseth has filed a lawsuit – HOLMSETH V CITY OF GRAND FORKS ET AL in federal court against multiple North Dakota agencies in pursuit of all records surrounding the police shooting.
Holmseth filed the lawsuit after Grand Forks Police Chief Mark Nelson abruptly issued a ‘Special Order’ changing the retention dates of police cam evidence, so he could stop Write Into Action’s investigation and Constitutionally protected reporting.
The cynical appearance of rampant police corruption and organized criminal activity involving law enforcement running operations thorough the University of North Dakota and the Grand Forks Air Force Base has happened under the nose of U.S. Attorney Chris Meyer.
Holmseth has turned over videos to North Dakota Governor Jack Dalrymple who appears to be complacent in the shadow government activity. Dalrymple was selected by presidential candidate Donald Trump to serve as an advisor.
North Dakota's leaders are showing themselves as killers, drug traffickers, thugs, and gangsters.
Not good for America.
